The Legalities of Crack Addiction in the United States
The rates of crack usage have been trending upward for some time. In 1997, around 1.5 million people used cocaine or crack in some form, and the total number of people estimated to have tried cocaine or crack at least once in their lives is around 22 million. Even more concerning, is the fact that there are around 5,000 new people who will try cocaine or crack every day. This epidemic is not without precedent; the cocaine industry has outpaced coffee as Columbia's number one export at a rate of $35 billion per year.

Crack Addiction and Crime Rates
Crack-related crimes are common in areas where many people are addicted to the drug due to the overwhelming and intoxicating effects on its users. When people are addicted to crack, all they focus on is obtaining more of the drug and do so by whatever means necessary. DEA arrests for crack-related crimes more than doubled between 2000 and 2001 from around 6,700 to 13,500 arrests for cocaine and crack-related crimes.
Crack Addiction and Law in the United States
In 1986, a new strategy was unveiled by the then-Attorney General, Edwin Meese. He indicated that the best way to cut the trafficking of cocaine and crack was to attack the source: shipments of cocaine that made their way from other countries into the United States. By disrupting the drug shipments, the supply of cocaine would be cut off from the United States and people would have more difficulty obtaining cocaine to turn into crack. By the end of the '80s, the DEA had investigative teams that were spread among multiple state and federal agencies and, by the end of 1988, nearly 60,000 kilos of cocaine.
Legal Consequences for Crack Possession and Abuse
Because of the laws against crack, even the mere possession of the drug can bring about harsh and unforgiving penalties. For example, a first offense of a quantity of five grams will bring about a mandatory five year minimum prison sentence, and the average prison sentence for dealers and first-time offenders is almost 11 years in prison. Compared to sentences for other crimes, this is particularly harsh. It is only about 20 percent less than the average person receives if they are convicted of murder or manslaughter and is over one and a half times longer than the average sentence that a convicted rapist receives. It is also nearly 40 percent more than people who are convicted of various weapons offenses receive.
