Heroin Regulation and Control
Heroin has been illegal in the United States and in the United Kingdom for many years, however, despite the bans placed on the drug, there are still countries that allow for the possession and, to some degree, the distribution of heroin. However, in most of these places, even if it is allowed to be sold or used, the distribution of the drug is strictly regulated due to its incredibly addictive properties.

Heroin Regulation and Control in Canada
Heroin is strictly controlled in Canada, and is only available under certain conditions. If a person obtains heroin and does not disclose that they have done so within a period of 30 days before they get a prescription for it, then they are guilty of a serious criminal offense and can be sentenced to jail for up to seven years. Additionally, if caught in possession of heroin, a person can be sentenced to life in prison.
Heroin Regulation and Control in Hong Kong
Like Canada, Hong Kong strictly controls how heroin is distributed, and it can only be legally used by health professionals or by people who are using it for research in a university setting. If someone provides heroin to another person without a prescription (it is available from a pharmacist with a prescription) then they can be heavily fined. Additionally, trafficking or manufacturing the drug can lead to fines and life in prison, and consumption of the drug without a prescription or a license can lead to a jail time of up to seven years in length.
Heroin Regulation and Control in the United Kingdom
While available by prescription in the United Kingdom, heroin is still considered a dangerous drug and is heavily controlled by government legislation. It is generally only used for relief of extreme pain in certain situations, and any heroin administration must be overseen by a health care specialist. The UK's stance is that, while a dangerous and addictive drug, in the face of extreme or chronic pain, the patient's well-being and comfort comes first.
Heroin Regulation and Control in the United States
In the United States, heroin has been tightly regulated and controlled since 1914, when initial legislation was passed. This legislation was later beefed up in 1924 with additional laws that prohibited the sale, manufacturing or importation of heroin. Today, it is completely illegal in the United States, and is considered a Schedule I substance, which means that is not considered to have any medical value so no prescriptions for the drug are available.
